Ohio Senate Bill 2 directed the Educator Standards Board (ESB) to define a master teacher in a manner that can be used uniformly by all districts and to adopt criteria to use in determining whether a person is a master teacher.

Senate Bill 311 (the Ohio Core legislation) included among its provisions a requirement that the State Board of Education adopt a plan that enables “students to earn units of high school credit based on a demonstration of subject area competency, instead of or in combination with completing hours of classroom instruction.
